CellTracker Knowledge Base & Setup Guide

The complete user manual and troubleshooting guide for CellTracker. Follow these instructions to easily install, configure permissions, and protect the app on any Android device.

Step 1

1. Prerequisites

Before you begin the installation, ensure you have the following ready:

CellTracker Account

Create a free account with your email at dashboard.celltracker.io.

Physical Access

You need physical access to the target Android phone for 2-3 minutes with legal authorization.

Internet Connection

Active Wi-Fi or mobile data connection on the target device to download and sync data.

Step 2

2. Pre-Installation & Settings Configuration

Configure these settings on the target device to prevent Google Play Protect from blocking background tracking.

2.1 Disable Google Play Protect (Critical)

Because CellTracker operates silently in the background for parental monitoring, Google Play Protect might detect it as potentially unsafe and block background sync. You must turn off Play Protect:

  1. Open the Google Play Store app on the target phone.
  2. Tap on the Profile Icon in the top-right corner.
  3. Select Play Protect from the menu.
  4. Tap the Settings icon (⚙️) in the upper right corner.
  5. Turn OFF both options:
    • Scan apps with Play Protect
    • Improve harmful app detection
  6. Tap Turn off on the confirmation prompt.

2.2 Enable Unknown Sources

  • For Android 7 & earlier: Settings > Security > Check Unknown sources > Tap OK.
  • For Android 8 to Android 15: When downloading in Google Chrome, tap Settings on the prompt and turn ON Allow from this source.

2.3 Allow Restricted Settings (Android 13, 14 & 15)

Important for Android 13+: If you see "Restricted setting - For your security, this setting is currently unavailable" when enabling Accessibility, follow these steps:
  1. Go to phone Settings > Apps > Select GPS (CellTracker).
  2. Tap the Three Dots (⋮) or Info icon in the top-right corner.
  3. Tap Allow restricted settings.
  4. Enter your screen lock PIN or fingerprint to authenticate.
  5. Now return to Accessibility and toggle ON the GPS service.

    • Location Permission: Select Allow all the time.
    • Usage Access: Turn ON for app usage tracking.

Why is location or tracking data not updating?

Ensure the target phone has an active Wi-Fi or mobile data connection, and verify that battery optimization was set to "Unrestricted / No restrictions" (Step 5).

Does the target phone need to be rooted?

No! CellTracker works 100% without rooting on all Android devices from Android 5.0 up to Android 15.

Will the target device owner see CellTracker?

No. When you tap "Hide Icon" (Step 4), the application icon is completely removed from the home screen and app launcher. It runs invisibly as a background service named « GPS ».

What if Play Protect turns back on after an update?

Occasionally, an Android OS update may re-enable Play Protect. If so, simply open the Play Store on the target phone and repeat Step 2.1 to turn OFF "Scan apps with Play Protect".
